The Uganda Cancer Institute is guided by a team of highly skilled professionals, each with an outstanding track record in their respective fields. This leadership team includes the Minister of Health, the Board of Directors, the Executive Director, the Deputy Executive Director, and other senior management officials. These individuals are carefully selected based on the qualifications outlined in the Uganda Cancer Institute Act 2016 (Act 19), Sections 6, 7, 9, and 11.
Currently, Hon. Dr. Jane Ruth Aceng serves as Uganda’s Minister of Health in the Cabinet. She is responsible for appointing the members of the Uganda Cancer Institute’s Board and providing written policy directives to the Institute, as specified in Section 6 of the UCI Act.
Dr. Aceng holds two Bachelor’s degrees in Medicine and Surgery from Makerere University, as well as two Master’s degrees in Paediatrics and Public Health. Additionally, she has earned a Diploma in Public Management and Administration from the Uganda Management Institute.
The Institute’s Board of Directors consists of eight members who are entrusted with the overall governance, strategic direction, and oversight of the institution. Each board member serves a four-year term, with the possibility of reappointment for one additional term.

Dr. Jackson Orem is the Executive Director of the Uganda Cancer Institute. A skilled oncologist, he holds degrees from Makerere University and the Karolinska Institute. He has led UCI’s expansion in cancer treatment, research, and international partnerships, significantly contributing to cancer care in Uganda and Africa.
Byanyima is the Executive Director of Mulago National Referral Hospital. She is a consultant radiologist and has held various leadership positions, including Head of the Radiology Department and Chair of the Radiology Department under Makerere University Faculty of Medicine. Prof. Kajja is a healthcare practitioner, specializing as an orthopaedic surgeon. His interests are in arthroplasty, arthroscopy& research in transfusion medicine.
Otim brings in wealth of knowledge in assurance, data analytics with a strong background in risk, controls, compliance. He is also engaged in civil society.
Ms. Okello brings in a wealth of experience in palliative care, which is critical in cancer care.
Mr. Baguma Sabbiti, the Nuclear Safety Engineer at Ministry of Energy and Mineral Development. He brings in a wealth of knowledge in nuclear energy.
Dr. Olaro is the Director General of Health Services. He previously held the position of Director Clinical Services. With extensive experience in public, non-profit & private health care systems.
